The short answer
You cannot diagnose a factory’s silence from the inbox alone. First check whether the inquiry identifies the garment, production route, quantity by style and color, sample stage, destination and development work needed. Ask the manufacturer to confirm category fit and missing inputs before requesting a firm quote. Send one focused follow-up through a verified channel; if the supplier still cannot name a responsible contact or next step, qualify another candidate.

Silence does not tell you which part of the inquiry failed

That is evidence of a buyer problem, not a measured industry response rate. It also does not establish why any particular supplier declined to engage.
Separate delivery, fit and readiness. Delivery means the inquiry reached a monitored channel. Fit means the supplier handles the requested garment and construction route. Readiness means enough decisions are defined to discuss the next paid or unpaid stage. A message can succeed on one dimension and fail on another. Before rewriting the entire specification, check which question actually remains unanswered.
A broad request for premium gym wear, low minimums, fast delivery and custom branding leaves several interpretations open. A technical pack can still be useful, but the covering message should explain what decision the attachment is intended to support. Avoid treating silence as proof of bad quality, a scam or lack of capacity.
Give the supplier a qualification brief it can answer
Start with one lead style. Identify whether it is cut-and-sew or seamless if that decision is known, its intended activity, target customer and size range. State the quantity direction by style and color rather than only the collection total. If the quantity is exploratory, say so. Give the destination market and distinguish a preferred launch date from a confirmed delivery requirement.

A first-contact message you can adapt
The following is a working template, not a message already sent to a supplier. Replace the brackets with genuine project information and omit details you do not know.

Could you confirm whether this category and order route fit your operation? Please identify the information you need before a sample quotation, whether pattern development is included or separate, and the contact responsible for technical review. Read the reply for substance
A catalog may mean the supplier expects a stock-style private-label route. Ask whether custom development is available and what changes require fresh sampling. A short price may be provisional: ask what material, quantity split, branding and delivery assumptions it uses. A request for a sample fee is not enough information to approve development; ask what output that payment purchases.
A useful response names a technical uncertainty. For example, a supplier might ask whether your leggings require a separate waistband elastic, which reference defines the surface feel, or whether the supplied measurements describe the body or finished garment. Those questions can move the project forward. They are not independent evidence that the factory will deliver correctly.
Maintain a simple log containing inquiry date, verified contact, route fit, missing input, responsible person and next agreed action. Keep commercial comparison separate from how pleasant the conversation feels.
Follow up once with the unresolved decision
Do not resend a long chain unchanged. Refer to the original project and reduce the next request: “Can you confirm whether you provide pattern development for this garment, or require buyer-supplied patterns?” If a review date was agreed, follow that agreement. Where none was agreed, choose an internal follow-up date appropriate to your project rather than claiming there is a universal factory response deadline.
If there is no meaningful reply, move the candidate out of the active shortlist. You can record “not qualified through this contact” without making an accusation. If the contact changes, verify the new channel independently before sharing files or discussing payment. Never pay an unexplained charge simply to obtain basic identification.
When sharing technical material, disclose only what the next step needs. WIPO’s supplier guidance supports explicitly addressing confidential information and use rights; it does not promise that an NDA prevents every misuse. The project-specific scope needs its own agreement.
What to prepare before the next conversation
Assemble a one-page brief, a quantity matrix, the current file revision and a short list of unanswered development questions. For a leggings-and-bra set, explain which component is the lead development problem; the two garments do not automatically share the same fit review. For a tennis skort, identify the inner-short function rather than relying only on a front-view image.
